External Works mechanics add powerful new tables that can be obtained from the new action space. You can do a lot with them, but be careful. To unlock the External Works power, you'll need to burn the specified number of Concrete Mixers and Excavators, not just assign them to the Construction Wheel.
The Personal Building mechanic will give you the ability to use a combination of five Building tables, each with a different, powerful effect that can be activated by your Engineer.
